The surviving spouse cannot collect any deceased veteran’s benefits.

The surviving spouse cannot collect any deceased veteran's benefits (unless uncollected accrued benefits).  However, a surviving spouse, of a 70% rated veteran, can apply for his/her own DIC benefits, if the veteran died service connected.
